to FBDK

The <?xml version="1.0" encoding="UTF-8"?> headers have been removed from the DTDs at https://www.holobloc.com/xml/. This header is not required by the DTD syntax and is interpreted as an error by some XML parsers. The internal copies of these DTDs used by the FBDK have also been updated, bringing the FBDK version up to 20191230.
