faucet 1.10.10 released

Hi everyone,

A new release of faucet is now out, with a number of dependency upgrades, code tidy ups and test fixes.

The release highlights are:

• Update docker container to alpine 3.18 with python 3.11
  
• Run black formatter on python source files
• Adds initial support for python 3.12. if faucet is installed with pip from git or tarball
