faucet 1.10.6 released

Hi everyone,

The latest release of faucet is now out, with a number of dependency upgrades and work to make sure faucet is compatible with python 3.11 which has been recently released.

The release highlights are:

   * Skip installing ncclient in docker image to shrink image size.

   * Add new Connection Tracking tutorial (https://docs.faucet.nz/en/latest/tutorials/conntrack.html)

   * Update Grafana Dashboards to work with newer versions.

   * Upgrade test suite to openvswitch v3.0.1.

Thanks to Nick Rogers, a new faucet contributor, for writing the new tutorial and the grafana dashboard improvements.
