I'm wondering if it is possible to get a file containing Food names and categories only that can be stored locally. My thought is one of the major blockers in adoption is the time it takes to find a food/drill into the data and having the basic parts locally would make that instant and then once a word/phrase was narrowed down a API search would take place.

There minimal latency for our API calls at this stage - including foods.search, food.get, auto-complete search, barcode scanning etc. hence caching would not make any material difference.
