I have these 2 folders that have HARD LINKING between them.

C:\Users\UserName\AppData\Roaming\iMazing\Backups\f22ebcffcdd1b508d3f7564431a9db98d69208ef-20190414-170122\
C:\Users\UserName\AppData\Roaming\iMazing\Backups\iMazing.Versions\Versions\f22ebcffcdd1b508d3f7564431a9db98d69208ef-20190414-170122\

Could I copy them to an external drive, while keeping their tree structure; HLinks, Created/ Modified Dates etc Intact?

Suggesting that FastCopy can do this.

How to do this using FastCopy?

I had asked about it Unix SE and got the following on how do do it using RSync.

This is how one would do this using RSync (I also have s similar setup using ln.exe)

Hard links between these 2 and need to maintain this STRUCTURE INTACT at DESTINATION.

When I DRAG and DROP these 2 as SOURCES, they end up WITHOUT the structure at DESTINATION FOLDER, and since they are same name, they end up OVERWRITING.

Is there some way to maintain RELATIVE structure that EXISTS between 2 SOURCES with a COMMON BASE FOLDER?

Or do we add BASE FOLDER as SOURCE and use some "Filtering" by INCLUDE/ EXCLUDE ways?

So I tried that - And it seems to work. I'm curious about a few things though

Source:
C:\Users\UserName\AppData\Roaming\iMazing\Backups\

Dest:
S:\_HDD_WD750\T61\HL_TEST\FC\

Include:
f22ebcffcdd1b508d3f7564431a9db98d69208ef-20190414-170122\

(matches both folders and seems to maintain structure - will post detailed listing below that was executed)

Alt Streams information is extra data, like tags in pictures as an example.  Also, some anti-virus vendors will use the alt streams (just a place to store a little extra data)  as a flag to whether the file as already been scanned or not.  Usually you would want this information.  Regarding the permissions, as ADMIN user, you have permission to copy the permissions over.  Default behavior for permissions is to apply the default, inherited permissions in the inbound (target) destination.   Normally you would use this, unless there are custom permissions applied to files, like in the case of domain users and redirected folders.  As a general rule, don't worry about permissions and let them be applied by the target / destination server.

To describe the details of all behavior is not easy.
You should try and confirm.
