Error message not understood. Is it related to path length?

I'm getting messages like:

CreateFile(The system cannot find the path specified.3) : H:\Area51\Mac\Carbon Copy Cloner\Version 5\Carbon Copy Cloner.app\Contents\Library\LoginItems\CCC User Agent.app\Contents\Resources\Base.lproj\UserAgent.nib\keyedobjects-110000.nib

H: is the target drive. This path is only 181 characters long.

I don't understand what the message is trying to tell me. It would seem that CreateFile should create directories that it needs to copy the file so the "file not found" message doesn't tell me anything.
