Lab and Downward Lab 8.3

Hi everyone,

I'm happy to announce a new version of Lab and Downward Lab (https://lab.readthedocs.io). Here are the most important changes:

Lab
    Add support for Python 3.12 and 3.13 (Jendrik Seipp).
    Run parser functions in run directories (Jendrik Seipp).

Downward Lab
    Gracefully handle missing planner exit codes in driver.log (Jendrik Seipp).

To upgrade to the latest version, use "pip install --upgrade lab" (preferably in a virtual environment).
