This is a kind reminder about the above meetings scheduled for 27th and 28th July, respectively as communicated earlier.

The committee meeting is scheduled for 9:00am on 27th while the General plenary is scheduled for 8:30 on 28th July, 2017. Please book the dates. The agenda is coming your way shortly before close of business today.

Dear Betty,

Good afternoon. Many thanks Betty for your invitation.However,I do not want to preempt a discussion on the aforesaid meeting but I want to express my disappointment over the management of the affairs related  to the Secretariat on the shortly mentioned areas of concern.

- A consultant was hired to work on our Strategic Plan 2015. He was fully paid despite the fact that he had not completed his task .This was reviewed by the Steering Committee and the General plenary in 2015. A number of observations were made (Refer to the June 2015 minutes). A select committee was assigned to refine the document.They did a commendable job but the unfortunate part of it was that they could not complete their work because  setting of performance targets required a slightly bigger number of members.However,it is very unfortunate that for the past two and half years we have not logically concluded on this. Honestly,how can we operate for over four years without a strategic plan? How can we spend overt two and half years without completing a five year strategic plan? How do we explain to Auditors why we have failed to complete the strategic plan? How are we going to explain this internal weakness of ours to the General plenary? In the recent Steering Committee meeting ,members were told that the said document wasn't complete,are we still going to tell them the same story? Is it worth discussing it anyway ? How can we evaluate our performance without a mutually agreed strategic direction? Are we aware that the said document is very important in resource mobilization? Have we failed to complete the said document as a result of competency gap or it was not taken up as a priority by the Secretariat? If it is not a priority by the Secretariat,why did we spend money huge amount of money to facilitate a consultant who made a disservice to UFCVP by doing poor quality work? How are we going to explain our failure to complete the said document to our donors? Don't you think if there is a well organized competitor of funds from Caritas Denmark ,chances of UFCVP  receiving funds from Caritas Denmark would be very minimal yet they are our single Donor.If SP is going to be in the agenda of Thursday and Friday meeting,do you think members will be in position to  have adequate time to internalize,articulate and make meaningful contributions to the said document? If not,how are we going to convince them that this time we shall do things differently in order to ensure that the said document is logically completed ?
- Similar concern goes to advocacy strategy. How can we operate for about four years without a clearly spelt out Advocacy strategy? Is it necessary in advocacy anyway? If not necessary,then what guides and will continue guiding our advocacy efforts? How are we going to measure our performance in advocacy without the said document? How can we mobilize funds from elsewhere without this document? Is it going to be in the menu of discussions during steering and General plenary.What explanations do we have for them for our failure to complete this document that has taken over a year to work on?
-Functionality of the Regional Chapters.How are we going to explain to the General plenary reasons behind their non functionality.If it is due to limited resources from the donor,what has the Secretariat deliberately done to address the gap? if there is nothing done so far ,don't you think it is prudent for the General Plenary to scrap it off from UFCVP structure and we remain only with the Secretariat ? To me, I feel that it is very bad to create a non functional structure within the organisation.

Because of the aforesaid concerns,If I were Betty,I would call off the planned meeting,ensure that the above documents are ready for sharing then thereafter invite members for the General Plenary.For now,I don't see anything new apart from our participation in influencing the GMO Bill that cannot solely be attributed to the work of the Secretariat (UFCVP) coupled with our election to participate in the Joint Sector Agriculture Working Group.

Dear Moses,

Thank you for this lengthy mail. Basically I may say that all the issues you have raised here have been raised and discussed before and I am wondering where you are coming from. I am also aware that a team of some few members of the steering committee-including yourself was put in place and resources dedicated for that team to complete work on the documents you are talking about. I think to be fair, you would help members explain how far you went!! I think it is very irresponsible for you to start writing such a mail to the general membership, Moses please style up!!! Can we discuss this between you and me and the steering committee. Maybe you could raise this issues with the Vice chairperson so that we can agree whether to hold this meetings or not.

Dear Betty,

Good morning.Thanks for your feedback.My role was to draft a Communication Strategy that I ably did ,shared with the select committee who  made their technical input. I edited and shared with the entire team including yourself.What awaits is for the Steering Committee and General Plenary to make their final input on the said document.Let me know if you did not receive it so that I can forward it to you.

On the issue of the proposed meetings.I do not have the power call for the meeting or halt,that decision is vested on the Chairperson in liaison with your office. I was only concerned about the strategic gaps at the Secretariat that is worth attending to since it is long overdue and would have a lot of implications in the operations of the Secretariat if it is not given due attention that it demands.Holding such meetings when we are well prepared with our documents would help add value for money in the said meeting instead of repeating the same things that were discussed in the previous meetings!!!

It is very unfortunate if you feel that my actions were irresponsible. I do not have any regret at all in sharing with you critical issues affecting the functionality of the UFCVP Secretariat  because it is one of my roles as a Steering Committee members to do so on behalf of my constituents.

1.  We need to know  how far your Office has gone with the development of UFCVP advocacy. I remember that last your Office was assigned to work        on this together with the Chairperson hence need to know the status progress (A presentation of the said document).This document should be shared with us if possible today so that we can scan through it and make some comments if and when necessary.
 2. You need to share with us the semi annual report so that so that we know how we are progressing.Please share with us this report before          tomorrow's meeting in order for us to effectively utilize the available time.
 3. You need to present to us a collaborative document for 2018. We need to know in time where we are heading to and where possible make        some adjustments in a participatory manner.Please share with us this documents in order to minimize time wastage by scanning through it       again in tomorrow's meeting.
4. Please share with us the UFCVP draft strategic pan 2015-2019,draft Media and Communication strategy,minutes of the previous meetings for the Steering Committee and General plenary  in time in order for us to make sense of it and be able to effectively deliberate on it when it is being presented during the said meetings.
