One Day State Level symposium on the proposed land leasing with all concerned stake holders.
As per the recent statement made by the revenue minister of Karnataka, the Government is proposing to amend section 5 of KLR Act 1961 which prohibits any kind of leasing of farm land and also piloting a new bill on land leasing modelled on NITI Ayog’s “Model (Agricultural) land leasing Act. In the name of a) Putting fertile agricultural fallow land to productive use b) avoiding absentee landlordism c) Bring in investment needed to enhance productivity and modernising Agriculture d) Labour problem e) Beneficial to both lessee and leaser farmers etc.,
This move of the Karnataka Government has grave and serious implications. The average size of land holdings of Karnataka is 1.2 hectares out of 87 lakhs farmers 69 lakh farmers are small and marginal. Major portion of agricultural land is rain fed. Most of the agricultural land holdings are cultivated by women farmers. It is subsistence livelihood agriculture.
With this “Land to the Tiller” is given a decent burial and the proposed land leasing indirectly eases them of out of this subsistence livelihood agriculture. It will open flood gates to monied people and corporates to enter agriculture and wreak havoc to agricultural natural infrastructure like land, water, bio diversity etc., by under taking market led intensive chemical agriculture. It will inflict a death blow to ecological and other forms of nature friendly agriculture.
The government instead of addressing these serious issues of strengthening livelihood based, rain fed, ecological farming and nature friendly farming practices is evicting farmers from their lands in the garb of leasing land to corporates on a platter.
The school of natural Farming along with many like-minded farmers and other organisations is planning to organise one day state level consultative symposium on this issue with concerned major stake holder organisations to evolve common perspectives and an action plan to address the concerns of all the stake holders on 23-02-2020 in H N Multimedia Hall, National College, Basavanagudi, Bangalore, from 10.30 Am to 4.00 Pm.
