Summary: Unable to load sqlite3.dll on fresh install
Description:
Running the newly installed Far30b6666.x64.20260324.msi on a fresh Windows 11
always fails with an sqlite3.dll error.

Steps to Reproduce:
<ol>
<li>Install Far30b6666.x64.20260324.msi on a fresh Windows 11
</li>
<li>The installation is successful
</li>
<li>Running Far always fails with the sqlite3.dll error. Repeated remove/install
do not help.
</li>
<li>Install Far30b6644.x64.20260212.msi
</li>
<li>The installation is successful, and the application activates smoothly.
</li>
<li>After the removal of Far30b6644.x64, subsequent installations of
Far30b6666.x64 work smoothly without reporting the error.
</li>
