Mirrored Containers running amok

I've just noticed an inhouse project that has one container that is
mirrored. It appears that when you create a daft of a page with that
container it reproduces itself to the number of pages that use it. Eg
shared container called 'Contact' container has 2 rules and is on 10
pages. Every time I create a draft of a page I get and extra 10
containers with bShared = 1 and label = 'Contact' and 20 extra entries
in container_aRules.
The reason I noticed this was that creating and publishing draft pages
now caused the server to time out.
Can anyone suggest a solution?
This is occuring on 6.07 and 6.1.3.
