I am not sure what SOA wants us to recommend in terms of reports.
For me, the task 6 spreadsheet seems just like the report needed to evaluate the performance.

When choosing assumptions to compare, are you all comparing investment returns? I feel like we can't, since the "original model" we are comparing to originally had no asset mix selected. I believe our choices are:
not to compare investment returns
compare them using our optimal asset mix
compare them using the sample investment policy target asset mix
Any thoughts?

You should be about to back in to the assumptions using nothing but the experience they provide you. You shouldn't need the original model other than to understand how assumptions are being used.
