Is this something special that this user did, or is this a (possibly new) standard format for stories here, and can it be supported?

Looking at a few, I suspect you're just seeing someone using Galleries
to organize 'Literature' pages into stories. I don't think it's
anything new, but I don't read the site.
"I'm not personally interested in adding support for this site, but I
will review and (probably) accept contributed code for it. I'll leave
this issue open in case someone else is interested in implementing it."

Yeah that's just a regular deviantArt gallery with all the chapters in it.
Unfortunately dA doesn't do anything to mandate a specific ordering on the items in a gallery folder. I've seen story galleries with chapters in both forward and reverse order.
FWIW FFF does have deviantArt support in testing now, but only for single stories at a time, you will have to use the anthology feature for multi-chapter works.
