You said in your November 26, 2013 response to Councilor Andersons questions that, "Acquisition of the Kowalsky property is critical to the Library's future." And,"...[a]t present there is only a verbal agreement between the Library and the American Legion to allow Library patrons to park in the Legion parking lot" Emphasis mine
The first statement is a questionable hyperbolic, semi-hysterical overstatement.
The second statement is untrue! Because, on September 13, 2005 the Town and the Ralph D. Caldwell- Falmouth Memorial Post 164 A.L., Legion, entered in to a written "Easement" wherein the Legion gave the Town "An easement for parking purposes for the benefit of the public using the library and municipal recreation facilities ..." It gave library patrons the unconditional right to park on "Easement" property depicted on Exhibit "A" attached to the agreement.
It is impossible to believe that Library librarians, and Board of Trustee presidents were unaware of the existence of the "Easement" because it would be evidence of an incredible degree of woeful incompetence and attention to detail.
The inescapable conclusion regarding your statement there was only a" verbal agreement" between the Library and Legion is it was intended to deliberately mislead the Council and public on a pivotal renovation/expansion issue.
The Kowalsky property has never been and is not now a critical aspect of the Library's future. Those who feel it is suffer from terminal myopia.
Falmouth residents don't like being the victims of "untruths" whether the result of incompetence or deliberate disingenuous deceit.
