Moving the github repository for FALDO from personal to OBF

Dear Faldo users and co-developers,

Chris Mungall raised the very good issue that currently the canonical code for FALDO is on my

personal github account. It would be better if it was held by an organization. In case something happens to me then the community can still edit and improve FALDO.

Peter suggested the Open Bioinformatics Foundation as a stakeholder who can guarantee long term access to the code on github.

I see no objections to this and would be happy to transfer this if no one objects by 2017/09/09.

If no objections are received I suggest we do the formalities on 2017/09/11 at 19:30 in Morioka..
