I've invited you to fill out a form:

As of Dec 7, we have received about $10,000 donations from 200 students.

We have two options:

Treat it as a regular PTA income/expense item. Expenses go through the regular reimbursement process.
PTA can discuss and decide how to spend the money.
Restriction:

PTA cannot send gift cards to teachers/staff.
And the expense must be not more than 5% of our annual expense budget and hence the total expense for the school year should be less than $5,700.

Categorize it as pass-through income/expense. The two amounts need to match.
PTA should not be involved in the money disbursement process.

We can write checks to the leads room parents and they will decide how to spend the money. We will write two checks, one for the winter holiday and the other for the end of school year.
Since PTA is not involved, they can send gift cards and also all of the donations go to teachers and staff.
The leads of room parents may write receipts for document and audit purposes.
