Google worked with design agency B-Reel to create some unique wallpapers for its Pixel and Pixel XL flagships, and the end result is quite stunning. These "Live Earth" wallpapers, as they're called, combine Google Earth's high-def satellite imagery with a 3D parallax effect that changes perspective as you move between screens.
Once you've got the app installed, head to your home screen, then long-press any empty space and choose "Wallpapers." From there, if you're using the new Pixel Launcher, head to the "Live Wallpapers" section, then pick an image, and choose "Set wallpaper." If you're using the Google Now Launcher or any third-party home screen, simply scroll over on the bottom menu to find the new backgrounds.
Once you've set your new wallpaper, you'll quickly notice how different these Live Earth images truly are. When you unlock your phone, the background image shifts perspective downward, and when you move between home screens, your vantage point rotates along with it.
Aside from looking gorgeous, some of these Live Earth wallpapers add a bit of subtle functionality, too. The "Horizon" image goes from sunrise to sunset as your battery drains from 100% to zero, and the "Your World" wallpaper depicts a live view of the sun's position at your location, while overlaying current radar imagery of the clouds.
Turning on Precise Location does not work. A few hours later, you'll find the issue is still present. It has nothing to do with location. Right now it's day time, and when I unlock the screen, the globe behind my apps initially has the right daylight, but then quickly reverts to night. It's not a location bug. The only quick fix is changing wallpapers and changing back, but of course you need to do this every few hours.

Once installed you can set the app to run as a cron job every 10 minutes (in the background, naturally) so that it can fetch and set a realtime picture of Earth as your desktop wallpaper.

As far as I know, only NASA (since you asked for the agency) through its High Definition Earth Viewing (HDEV) Experiment gives the live coverage of the Earth from the ISS. It might not be up for all the time and they sometimes switch to previously recorded videos in case of technical problems but this is only source I know available in the public domain.
It could be watched either on YouTube or Ustream (as advertised on the NASA page). My preferred way is ISS Live Now app (look for Camera HD). There are couple of caveats though, one is the footage might not be that sharp to be used as wallpaper. Also, sometimes you might see the visiting spacecrafts docked to the station (Soyuz, Dragon, Cygnus, etc.)
All other sources claiming to give the live view basically points to the same stream. Besides, a quick Google search yielded this website which posts the high resolution satellite pictures in near real time. It also has current location feature which might be useful for your application.
