Dear HoDs/Section Heads,

On behalf of the Committee constituted for framing the Annual Procurement Policy and Stores & Purchase Manual, I am pleased to inform you that the Annual Procurement Policy of VNIT has been finalized.

The Committee sincerely acknowledges and appreciates the valuable suggestions, comments, and inputs received from the HoDs, Deans, and other stakeholders during the consultation process. The concerns and observations raised have been carefully examined and suitably incorporated in the document, wherever found appropriate, to strengthen the policy framework and facilitate its effective implementation.

The finalized Annual Procurement Policy and Annexure-A (Format for submission of fund requirements) are enclosed for your reference and necessary action.

The Stores & Purchase Manual is presently under preparation and is at an advanced stage of finalization. The same shall be circulated separately in due course.

All Heads of Departments are requested to submit the Departmental Annual Procurement Plan (APP) for FY 2026-27, along with the fund requirement in the prescribed format as per Annexure-A, on or before 15 June 2026, in accordance with the provisions and guidelines contained in the Annual Procurement Policy.

Timely submission of the APP is essential for effective procurement planning, prioritization of requirements, and optimal utilization of available budgetary resources.

Your cooperation in this important institutional exercise is highly appreciated.

The Institute had constituted a Committee for formulation of the Annual Procurement Policy and Store & Purchase Manual in order to strengthen procurement governance, improve planning, ensure transparency, and promote effective budget management in line with Rule 144(x) of GFR 2017.

The Committee has prepared the Draft Annual Procurement Policy of VNIT (Plan Grant), which is attached herewith for your perusal.

The draft policy will be discussed in the forthcoming meeting. You are requested to kindly go through the document and provide your valuable suggestions/comments, if any.
