Problem report: "Send additional notifications" special characters in user name cause problem

we figured out, that email recipients with special characters won't
get their Additional notifications. In the global mail you can prevent
the recipient from that by quoting the name as follows:
"Ľudo" <ludo@...o.sk>
(mind the ")
or replacing the Ľ.

To manage the users to receive aux mail, their user name (changeable
in FN administration) is to be quoted or get rid of their special
characters. This should be a workaround for some time. I am trying to
improve the source code.

I tested all special chars to be considered in Slovak and Czech
language and found the following chars problematic:
Č (small and capital C with caron)
Ľ (small and capital L with caron)
Ň (small and capital N with caron)
Ť (small and capital T with caron)
Ů (small and capital U with ring)
@ (at)
\ (backslash)
; (semicolon)
: (colon)

Not the user name is to be changed, the user's full name is to.
Because the full name is going to appear as the email's recipient.
