(Small) Bulk sending via gmail

So before we switched to Google Apps, we spoke with Dave Becker about sending bulk email from Google. He had some reservations because of Google's limits on mass mailings (https://support.google.com/a/answer/166852?hl=en). The limits seem reasonable, and the largest groups we contact via Facil are around 60 people. Unfortunately, we're finding that approximately 30 of 60 of the messages are being bounced.

I'm still trying to get our users to forward me some bounced examples, but I was wondering if anyone else has had similar issues with Google Apps hosted email and has resolved this? I (had) thought I understood the sending limits and am very surprised, especially because we had done some testing before migrating over.
