You cannot legally obtain the data in this way.

FRGC data is only distributed under license. That license forbids
redistribution to others under any circumstances.

If you want to use the FRGC data, your institution must license it
from Notre Dame after receiving
authorization from NIST.

Your first step is to have your faculty sponsor contact fr...@nist.gov
who will issue a letter of
welcome to the institution. Then your institution has to complete a
license agreement. Then you
receive access to the data.

There have been institutions and researchers who have gotten into
trouble for violating the
terms of the data licenses.
