Run starts before init completed.

Hi,
I see the run does not wait for the drivers have started. In the situation of the project I am working on the drivers are loading data from the database.
As the IR is increased the data set loaded by each driver increases. Even doing this only in a single thread per Agent.
At the moment when the Agents are started in parallel does the benchmark wait for the Agents. At this MasterImpl line of code. Is there any reason the Master should not be waiting these Agents in all situations ?
