OpenType advice, from those implementing it, can best be requested and read
on the OpenType email list. Details about subscribing are described on the
Microsoft site at <http://www.microsoft.com/typography/otspec/otlist.htm>.
The format specification can be found at

new version with many clarifications is underway).
Adobe and Microsoft both supply free tools for building the necessary
tables. Some day these capabilities will show up in a font editor near you,
but if you're bold and technically savvy enough to try rolling your own
fonts, you can request Adobe's tools at
<http://partners.adobe.com/asn/opentypefdk.html>. I believe version 1.2
just went live. I don't have Microsoft's VOLT URL handy, but it should be
readily found in the developer section of their typography site.
