new 4.2 tftp daemon

As Larry Allen mentioned in his message about TFTP retransmissions, we
do have a completely new tftp for 4.2 and we'll be shipping it with
the next PC/IP release (I'll send in a note about that when it's
ready). BTW, Larry wrote/ported this TFTP.

The TFTP implementation is also available via anonymous ftp from
borax.mit.edu:/pub/tftp.tar.

This TFTP doesn't have any of the problems that Larry mentioned in his
message. There are a couple of potential drawbacks: we've only run the
server under Berkeley's inetd; I don't know if it works without it.
The TFTP user also doesn't have the FTP-like interface Berkeley did
for their TFTP user.
