A number of researchers at French universities are planning on setting
up a network between themselves. They are also interested in connecting
to the ARPANET. Does the net extend to Europe? Who is a good person
for them to contact about geting a sponsor and/or general approval to be
on the net?

You might bring the issue up with Dennis Jennings at the NSF Office of Advanced Scientific
Computing. These gents might be ripe for NSFNET.
