w...@openbsd.org handles web page changes, and I have cc'ed them
to include your mirror.
As far as getting 3.7 before the release date, I give those only
to the second level mirrors for fanout. The nearest one to you is
probably stacken or uni-erlangen. If you are mirroring from there
you should pick up 3.7 very quickly on release day..

Quoting your file ftp://ftp.openbsd.se/pub/OpenBSD/snapshots_readme:
----------------------------------------------------------------------
Hi again,
I wont mirror the snapshots here because its a waste of bandwidth when so
few uses it and it requires daily updates. So if you want to particiate in
the early stage testing, please get the snapshots directly from ftp.openbsd.org
/Peter <ad...@openbsd.se>
----------------------------------------------------------------------
We have a policy exactly stating what an official OpenBSD mirror has to
serve, and what not. Those rules may appear to you as sensible or not,
however there's no way around it. You can find the policy at the bottom
of http://www.openbsd.org/ftp.html.
One important point of those rules is to mirror snapshots. Even though I
don't want to start a discussion here, your point is wrong -- a lot of
people use binary snapshots. This is even recommended very often on tech@,
to test new features quickly.
If you use rsync to pull the files once a day, the traffic is not very
high. If in doubt, contact me off-list to let me help you configure it.
So, please understand I can not make an exception in your case when it
comes to our mirroring policy. If you can't take the traffic of even
_pulling_ snapshots/, you surely won't cope with the download traffic
either.
Best regards,

Just wanted to correct my point here, so that other readers are not
mislead: I mistook snapshots/ for patches/, which indeed _is_ mandatory.
Snapshots is optional, but almost all mirrors serve it. There is no
problem with an absent snapshots/ dir, just with wrong ones, which I
correct frequently on this mailing list.
Sorry for the confusion. I will read ftp.html thoroughly _myself_ before
ever writing about policies again ;)
So, Peter's mirror is correct with respect to that directory.
Rest will be cleared up in private mail.
