They mentioned to me that the format to download the list would be:
rsync://rsync.sorbs.net/combined/dnsbl.sorbs.net /var/mail/
or
rsync rsync.sorbs.net/combined/dnsbl.sorbs.net /var/mail/
I am not sure if that is something that OpenBSD.org would be interested
in providing OpenBSD users, but it would be helpful. Unless spamhaus
has all the information that SORBS has covered then I would just be
doing something that is redundant. From the SORBS site information it
does seem that they have more information overall on potential threat
addresses. Please let me know what you think of this idea.

I'd probably be ok with offereing up some pointers for how
to use ie (i.e. an example in spamd.conf) as well as an ftpable
mirror on ftp.openbsd.org but I need that thing to be reliably
available first.
