SCO C-Compiler problem IFOR_PM_FATAL

Hi,
under 2.0.29 I could successfully run SCO's C-Compiler with iBCS.
Under 2.2.16-6 I get:
acomp: ERROR- Failed to initialize policy manager.(IFOR_PM_FATAL)
on console:
Jul 24 17:32:35 acomp[10853]:
licensing error: ipc_open connect /pmd/IPCCT_pipe: Error 115
Jul 24 17:32:35 acomp[10853]:

Why?
