In the US when you pick up the phone you can hear a continuous tone
(the dial tone).
In other parts of the world this is not the case.
If this is your case then add
ModemResetCmds: ATX3
to your config.
Generally all modems understand X3 to mean "do not check for the dial tone".

It means the modem isn't detecting a dialling tone on the line. This can be
caused by a voicemail message waiting (the dialling tone changes from
continuous to intermittent in this state) or just by setting the modem to
the wrong country (different countries, and even different telcos within a
country, use different pitched tones).
Try ATX3 in your ModemResetCmds, which will override dialling tone detection.
