I can receive Fax OK but when i try to send a fax its just repeated
"Busy signal detected" error and my job gets re-queue even when no one
is at work. i cant understand how the line is busy and no one is at
work, how is that possible ?
Can someone who knows about modems decipher this error log.

You should take a look at the ModemDialCmd config option in
etc/config.ttyS*. Do you need to dial a 0 (zero) first, should the modem
wait a little, wait for a dialtone... Busy, No carrier, etc can all have
to do with ModemDialCmd.
Check http://wiki.debian.org/HylaFax#Adding_a_Dial_Prefix to have some
examples.

Well,
the 9 in the referenced Debian page is only an example, you may have to
dial a 0, a 1 or nothing at all to get an external line. Maybe you use
pulse instead of tone (ATDP vs ATDT). So many possibilities.
When you plug an analog phone into the fax line, what do you have to do
to get an external dialtone? Do you have to wait, dial a zero first ?
Copy that behaviour to your ModemDialCmd setting.
And then again: the reason might be somewhere else...

Also i just notice when my modem initializes it says "PCTel initialization. Country code is 33"
Country code 33 belongs to france and i'm in Jamaica how do i change that ?

Ok, then your modem dial string is just "%s".

Might be it expects french dial tones before it starts dialling AND your
local dial tones differ from this. This problem is also common with PABX,
which very often have differing dial tones.
So you should try to disable dial tone detection. According to
http://www.teleon.net/doc/atcommand.pdf this should be the "X3" command. So
give this a try:
ModemDialCmd: ATX3DT%s@
