I succeeded to send the same destination via normal fax from HP.

It's probably an issue with your audio quality. Are you running
iaxmodem on the same host as Asterisk? Are you using DAHDI/Zap devices?

Iaxmodem in the same as Asterisk and I'm using Zap driver.

But I'm already use it for year and half ago and I'm sending to other destinations without such error

I tried to send it again from another system running hylafax 6.0.4 and DAHDI, asterisk and iaxmodem is in the same machine

Then it may very-well be an issue on the receive-side at the
destination. What kind of error message are they getting over there?

The fact that the destination does not give NSF, does not support ECM,
and supports a maximum bitrate of 9600 bps is an indication of a very
poor-quality fax server (software).

Talk to the receiver, find out what kind of fax software they're using,
and work at the problem from their end.

but the recipient use regular fax machine not a software,

Also I used a regular fax machine from my side and I succeeded to send
them a test fax.

Any ideas?
