For comparison, and possible enlightenment, here's my hosts.hfaxd:
localhost
127.0.0.1
10.168.0.[0-9]+
Note that WinPrintHylaFAX still requires a login name, even though a
password isn't necessary from localhost or from the 10.168.0.x network in
the above example.

localhost
127.0.0.1
10.7.101.[0-9]+
10.7.[0-9]+
I'm not sure about the fourth one, it's either that or 10.7.[0-9]+.[0-9]+

Should this not look like
10.7.0.0./16
??

Try again without the final period - was a typo from my side. Sorry

Have you looked closely at the host.hfaxd man page?
Each newline-terminated entry is a set of colon (:) separated
fields, all but the first of which are optional. Trail- ing
null fields and their separators may be omitted. The most
general form is:
client:uid:passwd:adminwd
client is a regular expression to be matched against a string
``user@host'' that is formed from the user string passed to hfaxd
with the USER command and the official host name or the DARPA
Internet address, specified in ``dot notation''. If client
does not contain an ``@'' then, for backwards compatibility, it
is treated as a host for which any user may have access; i.e. it
is automatically converted to the regular expression
``^.*@client$''.

10.7.0.0/16 should NOT work
10.7.[0-9]+.[0-9]+ is the correct syntax; see man hosts.hfaxd for more
details.

It's possible, but since you continue to use the wrong syntax, it's a
pretty safe bet that hosts.hfaxd is the source of the error.
10.7.0.0/16 should NOT work
10.7.[0-9]+.[0-9]+ is the correct syntax; see man hosts.hfaxd for more
details.
