maintenance and support? I have a customer with ESXI 4.1 free version
and USB pass through was not available.

This information is not correct! USB passthrough to a virtual machine
DOES work on both ESX and ESXi as of version 4.1!

I run VMware vSphere ESXi 4.1 and use a USB modem.

The license is irrelevant with regards to USB support in ESXi 4.1. If
you're running version 4.1 then USB support is available.
