If you're wondering how this is all going to work with social distancing, Peddler's Village is creating "family circles," which will be six feet away from other groups. You can fit six people in one family circle. Each family circle is $30. You have to have a reservation in order to attend. Make a reservation by clicking here. Your family circle price includes popcorn and water. That's a great deal. It's much more expensive for a family to go to the movies. Bathrooms will be available. You will be asked to wear face masks when not in your family circle.

But Beijing's free-market reforms are fueling the black market, Chinese publishing experts say, which in turn is eroding the party's limits on culture. The government, which lost its moral authority when it fired on unarmed protesters here in 1989, "sometimes turns a blind eye toward the expanding black market," says a young artist in Beijing. The government's 1980s slogan "To get rich is glorious" seems to be inspiring increasing numbers of entrepreneurs, some of whom emulate corrupt officials in using any means - legal or illegal - to accumulate wealth.

Many peddlers say that only the uninitiated are apprehended by police. During a recent patrol, some hawkers run, others crowd a sweet-potato stall, the smoothest blend into the crowd. The police confiscate one woman's videodiscs and let her go with a warning. "These people are sabotaging our efforts to safeguard intellectual property," says an officer who identifies himself by his badge, No. 1127176. "The best we can do is try to make an example of the peddlers we catch."

Some American and Chinese experts say there may be another reason for the hands-off attitude."There have been credible reports that senior military and party officials, or their children, operate some of the factories that produce pirated music and movies," says a Western official.

On the avenue, the crowd of peddlers re-forms minutes after Officer 1127176's departure. Many say they suspect the police resell confiscated videodiscs or present them as gifts to their superiors. The perception of official corruption is so widespread, among not only these black marketeers but also the disillusioned, post-1989 generation, that many Chinese say they feel entitled to skirt the law at every opportunity.



The Western official agrees. "As an official, I could never say that piracy of American intellectual property is good. But most Chinese can only afford counterfeit copies of Western films, and movies like 'Seven Years in Tibet' help counter government propaganda."

The U.S. Supreme Court handed down two notable victories for free-speech advocates on Monday as it nears the end of its current term. The two First Amendment cases came to the Court from starkly different circumstances, but the justices emphasized a similar theme in both rulings: beware what the free-speech restrictions of today could be used to justify tomorrow. In the first case, Matal v. Tam, the Court sided with an Asian-American rock band in Oregon named The Slants in a dispute with the U.S. Patent and Trademark Office. The plaintiff in the other free-speech case, Packingham v. North Carolina, was far less sympathetic.

[Page 490]My Little Town Derevne(Derevna, Belarus)5342' 2634' by Aharon Broide Translated by Ruth MurphyIt was a small little town with old wooden houses and roofs covered with straw or shingles, and a Jewish population of approximately between 50 and 60 Jewish families. Derevne had at one time, belonged to the province of Vilna and the Ashmian District, although it was quite far from both cities. Their villages bordered on the Nieman and Sula Rivers that were connected to the districts of Navaredok and Minsk. The nearest railroad station to Derevne was in Steibtz and one had to travel thirty kilometers by horse and wagon to reach it. The Jews of Derevne would buy merchandise in Steibtz or in the nearest big city of Minsk, and the agricultural products were purchased from the peasant farmers, and then sold in Steibtz. In the years 1910-1912, a telegraph line was established from Steibtz to Derevne and later, a post and telegraph division was opened in Derevne. How did they manage their postal communication before that? It was indeed difficult, and unfortunately nobody is left from the older generation to tell us.The Christian population was poor White Russians of the Catholic faith. Their soil was not very fertile, yet a few Jews made a living from trading with them. On the other hand, there were a few wealthy noblemen and landowners, who also owned forests. Derevne did not have Jewish Forest merchants or forest employees.Among the wealthier Jewish families were: Yakov Neufeld, the Tsharne brothers, Khayim Shloyme Kaplan, Fyve Shimonovits, the Hurevitses, and a few others. Their stores were in their houses, and they did not have dedicated shops. Derevne had a few butchers, artisans, peddlers, and poor families. As Thursday was the market day, gentiles from the villages, and merchants from Steibtz and the surrounding towns, would converge on Derevne. On this day people had to earn a living for almost an entire week.

Since the time that Poland decreed that each district town must establish a community with a Rabbi, Derevne became attached to the community of Steibtz, together with Rebzevitsh and Nalibok-Swerznie. Derevne had one representative in the Steibtz community. People from Derevne would come to Steibtz to vote in new elections. In Steibtz there were two Rabbis, who sought election, so those from Derevne would travel free of charge to the elections in Steibtz. Both sides would rent wagons, and in addition give the important guests a good lunch, and also pay them for not working a whole day. [Page 491]This is how the Jewish community lived its life, sometimes better, sometimes worse. People suffered, there were cases of murder but no mass killing, until the German murderers discovered the faraway, poor little town of Derevne, and a bitter fate overcame the Jews there, too. The first decree was to leave their homes; everyone was driven out, marched on foot with a sack over their shoulders, from Derevne, Volme, and Nalibok to Rebzevitsh. Among them were sick women and children, and whoever lagged behind on the way were shot dead, among them the son-in-law of Fyve-Shmaye, and weeping little children.The end for the Jews of Derevne was sad and terrifying.
