Fatal error: Directive 'register_long_arrays' is deprecated in PHP 5.3 and greater...Help!

I've uploaded a project to a clients hosting provider and started getting
the following errors, particularly after a period of inactivity:-
*Internal Server Error*
*Fatal error: Directive 'register_long_arrays' is deprecated in PHP 5.3 and
greater*
I've deleted the project and installed a clean, recent (as of yesterday)
version of F3 but get the same error.
A refresh will make the error message go away and everything else works as
it should.
I've tried various things with .user.ini files to suppress the messages but
to no avail, here's the latest example:-

display_errors = Off
register_long_arrays = Off
error_reporting = E_ERROR
A search of this forum has hinted that there may be a problem with the web
host's php.ini file but I can't see what that might be looking at the
output from phpinfo(). I've attached this below.
Any help or suggestions where to look next would be very much appreciated.
