Dear Members of the F2B Working Group

in his comment from march 25 related to the fly-off format Aage Wiberg
has highlighted a couple of Judges Guide issues being worth discussed
in a separate thread, such as:

"I think more work should be done to select and educate the best
possible judges that judge just what they se compared to a perfect
pattern as we can see it on Keith Renecle’s CL Sim. This I think was
the major problem in
Landres. Smooth elegant manoeuvres were judged up and those who tried
to fly according to rules with sharp corners and kept doing it under
difficult wind and turbulence conditions were disfavoured.. This has
been a general problem for too long. Judges should know that no
championship should be won unless the pilots fly sharp corners.
Cheating here makes the rest of the manoeuvres come out much prettier
to watch. But F2B is no beauty contest."

May I suggest that before responding you do once more carefully study
the current Judges Guide in general and the recommended actions to be
taken by the NAC's in particular? I will upload a copy on "files"

In his comment published on May 19 in the Fly-off thread, Roger Ladds
says:

to the lack of Translated versions as above, is anyones guess!!

I am of the opinion that most of the points brought up in Aage' inital
post related to judging in general are covered well and in sufficient
detail in the current Judges Guide and that the problem lies not so
much in "the book" but in the way CIAM rules and/or recommendations
are applied on NAC level. Rightfully, Roger goes on:

As a working Group we need to look into both these problems before we
can make an educated decision about any related subject. I think some
additions to the Sporting Code are in order to make sure that the
above items are appropriately adhered to. Even to the point of
policing the outcome to ensure conformity by the NAC's worldwide.

The question therefore now must be how we as a Subcommittee working
Group for F2B could come up with an unanimously agreed formal
recommendation to the F2 S/C on how to address the problem of NAC's
not acting to the following rules and/or recommendations:

4B.2. a) Provide translations into their own language of both the
current FAI Sporting Code Volume F2
applicable to F2B (that is the whole of paragraph 4.2) and of this
complete Judges’ Guide.

b) Arrange suitable means and procedures to ensure that each judge is
fully trained. This means
arranging training courses which include regular and repeated group
training in both theoretical
(classroom) and practical (flight) venues where every aspect of both
the current Sporting Code
and of this Judges’ Guide may be examined and practised in detail.

c) Provide suitable means for officially recording each such training
session attended by every
judge within its national responsibility. Such official record should
include dates, duration, and
number of flights observed at such training sessions, and should also
separately list details of all
the national and international F2B contests at which each judge has
been a member of the
judging panel.

d) Establish selection criteria which clearly define the minimum
periods of undergoing such training
and of actually judging high quality F2B flights at national level
before prospective judges are
eligible to be nominated or invited to join judging panels at
international F2B contests.

I look forward to suggestions on how to proceed from here. Please
remember that I can only address the chairman of the F2 Subcommittee
when I am backed up by the Group as a whole.

As member of the group and in charge of Control Line at the Federation Française d' Aéromodélisme (FFAM) Comitee, I confirm to you that the FAI F2 rules are yearly translated and published at each 1rst of January on the official FFAM site : http://www.ffam.asso.fr/activite/pdf/categ_internationale/SC4.F2.09-FRA.pdf and '' http://www.ffam.asso.fr/activite/pdf/categ_internationale/SC4.F2-4H.09-FRA.pdf
 
The translation is made by Jean Paul Perret under the responsability of the FFAM .
You will find attached a copy of the files.
 
All the F2B judges nominated for FAI international panel are issued from a formal progression :''Juge stagiaire, juge agréé, juge national'', with 1 year minimumm between steps (In fact, much more).
 
The nomination from one level to the next is submitted to a test made during the France championships.
 
The last step FAI F2B judge is only available for the best and experimented national judges.
 
Last year (2008), we have organized a special training week-end for  our national and international judges, rules in classroom and flygths on circles.
 
 I will try to improve the individual activities follow-up.
