Hi Gang,

I read a few threads on STC’s transfer via will after probate. Did someone have a question about that? Anything I can help answer?

Hey Gregg,

I'm enjoying the Alaska Flying shows on TV now and thinking of you folks up there.

The STC question is pretty simple.   The FAA grants the STC.  Who owns it after that?
And if the STC is transferred in a will or estate, how does the FAA get involved, other
than an address change?  What is the role of the FAA in the STC ownership once
it has been granted?  What is the time frame for orphaned STC's to be declared so?
And does state estate laws entangle FAA rules at some point? Or visversa?

Just curious.

Mark, where is it snowing in Redmond WA right now!
Which is really odd for us.

Okay....let’s answer these one at a time:

- Once the STC is granted the “applicant” owns the STC.
- The FAA (specifically, the Aircraft Certification Office of responsibility) will only transfer the STC when the back of the original is transferred by will or sale.
- There is no time frame to make an orphaned STC public domain that I am aware of. That may change soon. The information in an orphaned STC may be released if petitioned by the public (you).
- The FAA will not transfer an STC until a legal owner is established by the state and that person applies for the transfer. Just because the STC of a deceased person isn’t transferred in a timely manner doesn’t mean the STC is orphaned or “no good”.
- The FAA doesn’t decide who the new owner will be. The FAA may question whether the new owner has the capability to support the STC (skills, equipment, quality control etc). That doesn’t affect the transfer, only the continuance of PMA etc.

BTW....the flying shows on Nat Geo are pretty good. The Discovery channel is, in my opinion, Ice Road truckers with wings.....ridiculous.

You're good... thanks for the over and above the call of duty for the list Gregg.
I'm sure few others might have some STC questions on the list too.   Seems like
with old airplanes we are forever chasing down STCs.

The fun part of the Discovery thing is trying to figure out where they did quick edits
and used stock footage that doesn't fit the story.  Like a landing gear leg from the 206
somehow making on a Caravan.  The loon hit was pretty good footage though...otherwise,
you'd think they'd have a private pilot or someone who knew about planes in the edit room.
Some to say, "No... turbine whine sounds need to go with the Caravan, not the C172 sounds.  The flaps
on final approach keep going down, then up, then down, then really down, then 20 degree down..."
That sort of stuff.  Or how a GPS equipped plane with a moving map could "get too close to Russian
airspace."

Does the FAA ever look at that stuff and go.."hmmmm, that's a violation???  Nah, I'm off duty and just
watching TV...."   <g>

Trust me....the FAA CMT (Certificate Management Team) were ALL watching. That stuff was all Holywood!
