[f-AA] Carb yellow dot

Does anyone know why they put that yellow dot on the Stromberg?  It is to comply with what?  Drilling some idle hole right?  What's the AD?

It's for making the Stromberg vent hole not leak for tailwheel airplanes.  It involves drilling a new vent on the front of the carb, plugging the old one with a lead bead, and painting a yellow dot.

I read an article a while back and it took a bit to find it.
Bob Kachergius mentions putting the yellow dot on to identify complying with S.B. 73 to raise the float level.
