To tighten the rear lift strut, does it have to be removed from the fuselage
fitting in order to turn it slightly. I'd like to give it a 1/4 to 1/2
tighter to correct a slightly heavy wing. A rudder trim tab corrects it at
the moment.

Multiples of half turns is all that is available.  Rear must be detached from front to accomplish the turn.

Is it now required to have an anti spin plackard on a 7AC?  Steve
