So……in a prewar chief with out a transponder and altimeter that is not connected to a static port (has a tiny hole on the back) ……does it need a pitot static check?

There’s no static system to leak check. Even if there were it doesn’t fly IFR. So no.

My first thought was that knowing how opening a window makes the altimeter jump a bit, that is going to be interesting on the ATC scopes!

"with No Transponder"
There is no static system so no requirement to check.

Short answer - with your set up and aircraft - NO.

Have him read 14 CFR 91.411(a)(1) and then get back to you. There's no static system to test. The regulation doesn't require a pitot system test. Your altimeter isn't used in IFR flying.
