Very grateful for Sabina's comments. I agree a pay to dispose system could work well if they could be bothered to adminstrate it.
I do know from friends and locals that farmers are up in arms too about this as it means people just dump difficult waste on nearby land and the farmers are then asked by Council to take responsibility for it all.
