New revision of the Packaging System

Hi,

I am glad to announce, finally, a new version of the Packaging
System, including the last comments and discussions we had on the
mailing list. The spec is available at (resp. the new draft and
the draft with revision markup):

Basically, the changes are:

- this draft introduces dependency and version management, as
discussed on the mailing list

- the structure of the package descriptor has been slightly
modified (there is no module element anymore, and a package
has now a URI name, an abbrev and a home link)

- it gets rid of the XML Catalogs in the standard repository
layout

Those changes are quite big compared to the last draft. But I
don't expect any major changes anymore. Unless some unexpected
situation, only small changes will be done on this draft before
version 1.0.
