Change to Exoweb FOSS group to prevent spam

Hi Exoweb FOSS members,

You've probably noticed that we got some spam on our list, so I've
made a few changes:

1. I made membership need manager approval
2. I made first post from new members require manager apporval
3. I deleted spam messages
4. I banned accounts that have posted spam messages

This should eliminate spam members and spam posts in the future.
(There are 3 members that look suspiciously like spam members on the
list, but I'm reluctant to ban them before they try to post a spam
message.)
