EXIOBASE3 update

Dear all,

there is a new version of EXIOBASE (v3.7) up on the public area of the Box server, and will be up on exiobase.eu in the coming weeks.

It includes a range of updates including some estimates to 2016.

Note, please do take care with the more recent data - we have to extrapolate more and more for recent years. The end date of data used is in the readme document, but please don't blindly use the 2016 version for all extensions.
