Clarification Required for Speakathon Organize by Area

Dear DG Manzoor Moideen & ADGET Saquib,
Unfortunately, I have missed last Division Council meeting due to high fever. Congratulations for successful Division council meeting & awaiting Minutes to follow. In fact , I am surprised to see the request for Area to conduct the Speakathon for their clubs. Please refer Club Leadership manual page NO-46 - Area, Division or District should not organize Speakathon(Attached for your information). Please clarify with District officials.
SPECIAL MEETINGS FOR PREPARED SPEECHES
Clubs should meet weekly to allow the most speaking opportunities for members. If a club has a large number of members and has difficulty accommodating all those who want to speak at meetings, the club may occasionally conduct a special meeting devoted solely to manual speeches. These meetings are often called “speakathons,” “speech marathons,” or “speakouts.” The only reason such meetings may be held is to help individual members improve speaking skills, and they may be organized only by a club. Members are limited to one speech at any meeting for credit toward any education award. Districts, including areas and divisions, may not organize this type of meeting for clubs and clubs may not invite members from other clubs to participate in these meetings.

Dear Area Governor Nasimudheen
Thanks a lot for the clarification. If you look at the words used by TMI manual, many places they have mentioned the word "MAY or MAY NOT" instead of 'SHOULD or SHOULD NOT" OR "MUST or MUST NOT" which keeps an option open, means not mandatory in proper English.
I have always debated on this issue on why they do this, with couple of leaders at Division and even District level. Anyways, I have checked with District officer on this particular subject and waiting for clarification from them and request Area Governor Najeeb Abdul Jaleel to kindly hold till we hear from them
Thanks Nasimudheen once again..... You should have been a lawyer instead of an Engineer

Thank AG Nasimudheen for pointing it out
We have started off with the idea after receiving a mail from our LGET (please find below).
However since it violates the rules & regulations, which are set for a certain purpose, we withdraw from our decision of holding the planned event. We would now be focussing on club based Speakathon.

The agenda will have about 8 to 10 speakers with just evaluations-written and verbal. The duration is usually 2 to 2/12 hours. All clubs should hold Speakathons to earn educational awards smoothly and in a faster way. You need a TMOD, grammarian (optional), ah counter (optional), a timer, speakers, GE and evaluators. Make sure that role players will get credit for their CLs as well. Areas can also hold Speakathons.

Thank you for your email. I would like to quote my message last October 30, 2012.
Have our Clubs/ Areas scheduled their first "Speakathon" for this term? TMI states:
"Yes, such meetings are acceptable, provided the following conditions are met:
Each speech should be prepared carefully to allow the speaker to focus on the
project’s objectives;
All speeches must receive both written and verbal evaluations; and
Each Toastmaster is limited to one speech at any meeting for credit toward any
CC or AC award"
Why don't we schedule our first speakathon session this coming November or December of 2012? It's an additional speaking experience for a member, it could be credited towards their communication (CC or AC) or leadership projects for their CLs (General Evaluators, Evaluators, TMOD, timer, etc) and a chance for everyone to get to know each other specially if it is an Area initiative.
Let me clarify that Areas may or may not encourage clubs to organize -this is up to you. It is my recommendation. Why? It would help other members learn from the speakers and evaluators. Many clubs in different districts hold this kind of event.
