Bimal Patel,The Architect of New Parliament explains why The Shape is Triangle. He says its based on triangles in Shree Yantra & Tridev.

The Shri Yantra consists of 9 interlocking triangles, 4 upward ones that represent 'Shiva' & 5 downward ones represent 'Shakti'. The Central Part looks like the Shape of New Parliament building.

The New Parliament building represents Shiva-Shakti's Divine Union for Creation. The crown is Kashmir. That is why always call Kashmir bhoomi of Shiv and Shari. Har Har Mahadev.
