This message really sounds like it is probably related to the 32-bit vs 64-bit issue.
You will have different .xll files for 32-bit and 64-bit Excel.
In your add-in output directory there will be xxx-Addin-packed.xll for 32-bit and xxx-AddIn64-packed.xll for 64-bit.
I suggest you check again what the Excel version is and check that the matching .xll file is being loaded.
Also, to see what the message is when you get the bitness wrong, you can try to load the ‘wrong’ bitness add-in on your machine and see the message.
But you say it is fixed if you copy the same file locally and run from there instead of the network.
If this is right, I can only imagine something is blocking the file from opening.
This might give the same message in Excel, and might be security software or Office Trust Center settings.
Maybe you can look for a log of the security / anti-virus software?
