There's no code in ExcelDnaPack.exe to unpack the .xll.

I don't really help or encourage that, as a way to keep some 'security by obscurity' in the packed add-ins. But since the packing code is open-source there's nothing that prevents you from reverse engineering the process.

Why do you need to do this?
