Sustainable Energy for All Global Tracking Framework – Stakeholder Consultation

 

In September 2011, the United Nations Secretary General launched the Sustainable Energy for All (SE4ALL) initiative, a multi-stakeholder partnership between governments, the private sector and civil society. This September, the World Bank President accepted the Secretary-General’s invitation to join him as co-chair of Sustainable Energy for All’s Advisory Board, which will provide strategic guidance to the work of the initiative.  Sustainable Energy for All has three inter-linked objectives to be achieved by 2030:

 

·         Ensure universal access to modern energy services

·         Double the global rate of improvement in energy efficiency

·         Double the share of renewable energy in the global energy mix

 

At present, 61 countries have joined the initiative, tens of billions of dollars have been mobilized to advance the initiative’s three objectives, and more than 150 specific commitments have been made by governments, donors, private sector and civil society organizations to support the initiative. Current commitments to support energy access will provide more than one billion people access to modern energy services, a number that is set to increase as additional public-private partnerships are formed.

 

A "Sustainable Energy for All Global Tracking Framework" is currently being drafted (the methodology for which is attached above). It will provide a snapshot of the current picture on access, renewables and efficiency and guide measurement of progress on the objectives to 2030.

 

The SE4ALL Steering Group on Global Tracking,[1] which is responsible for the report's production, is now conducting consultations with stakeholders and experts on the Global Tracking Framework’s proposed methodology. 

 

At present, starting values for the reference year of 2010 can only be tracked using available national data for energy access, energy efficiency and renewable energy generation. These data vary in their comprehensiveness and accuracy, and are not always sufficient to provide a reliable and consistent assessment of where the world stands in relation to the three objectives.  The SE4ALL Steering Group on Global Tracking proposes to address this challenge by recommending realistic improvements in global databases that could be achieved in the medium term of up to five years. The Steering Group also proposes how some of these issues could be addressed through country level tracking.

 

Specifically, the Steering Group seeks comments and suggestions on the following two questions about the Framework’s proposed methodology (as per the attached documents):

 

1.       Are the proposed short-term methodologies for immediate measurement of the three objectives -- energy access, the rate of improvement in energy efficiency and the share of renewables in the global energy mix -- practical and implementable? What further improvements may need to be made?

 

2.    Are the suggested medium-term indicators for tracking progress desirable and achievable? What further improvements may need to be made?

For quick reference, summaries of the short term methodologies and medium term indicators proposed can be found in figure 4, page 10 of the Energy Access document, Table 3, page 18 of the Renewable Energy document, and Figure 5, page 16 of the Energy Efficiency document.

 

All submissions will be carefully reviewed, with a summary provided to the Steering Group. Comments will also be made publicly available on the Sustainable Energy for All website.
