An expert assessment issued by the ZAB provides information about foreign educational credentials and their comparability to German qualifications. It identifies similarities as well as significant differences between a foreign qualification and its German equivalent. Based on this assessment, the responsible German authority decides on the recognition of a qualification.
All German public authorities and educational institutions responsible for recognition may request expert assessment from the ZAB while preparing to decide recognising foreign qualifications. This may be required if specialist knowledge about an educational system or a specific qualification is needed. The ZAB can draw upon the relevant language skills and many years of experience in evaluating educational credentials from over 180 countries.

As we have explained in other posts (here), there is neither any discovery procedure under German civil procedure rules, nor are there any depositions or written witness statements. There is also no jury and no cross-examination of witnesses. German civil cases are much more centered around the judge (or panel of judges). They are usually not a fan of too much lawyer testosterone in the courtroom.
As explained above, there is no jury. Thus, oral hearings in German civil lawsuits are much shorter. If there is no need to hear witnesses or experts, and if the parties are unwilling to discuss a settlement, the hearing can be over in 10 minutes. Once all evidence is presented, expert reports have been obtained and once there has been at least one oral hearing, the court decides whether there is the need for another oral hearing or whether the court is willing to allow the parties to submit one final statement within a specific deadline (Schriftsatzfrist).
The review boards have the option of dividing into sections or joining together to form expert forums that enable each proposal to the DFG to be assessed in an expediently comparative manner. This ensures that the required subject-related expertise can be included in an assessment.
An expert forum is a form of organisation in which all members of several review boards come together to form an evaluation committee in order to perform their tasks. This option is primarily used in the case of smaller review boards to create sufficient comparative capacity for the assessment.
An expert is a person appointed by the court or the parties in order to provide his expertise on a certain subject during court proceedings. Their duty is to the court even if the parties have appointed the expert.
Usually, national laws lay down the duties and responsibilities of experts. Most countries stipulate requirements (education, training and/or certification) for recognition as an expert in court proceedings. Currently, there is no agreement between the Member States on the requirements for (judicial) experts and national nomenclatures significantly differ from one another.
The national factsheets on experts and expertise provide information about existing national lists and registers of experts, requirements experts have to adhere to, remuneration and liability of experts, as well as information about the conduct of expert proceedings.
Although virtual reality has now reached a high level, developments are certainly not standing still.
